Rory Matthews is a Manager for Francis Group specialising in health strategy, improvement and service design. Rory’s key strength is his ability to undertake robust stakeholder engagement to galvanise projects and embed buy-in from key parties. He has worked in the NHS in the UK and the New Zealand health and insurance markets at both operational and strategic levels.
Rory has led national inter-agency government projects to develop services that address health, social and judicial gaps. He has extensive experience in contract negotiation, relationship and conflict management, and financial modelling and monitoring. He has managed the commissioning of secondary acute hospital services across New Zealand, which involved undertaking a strategic review of optimal commissioning frameworks and ensuring collaboration between health and social services.
Recently, Rory has worked with the Department of Health to facilitate and project manage the development and procurement of £30 million Centre for Workforce Intelligence to improve the workforce development and planning process within the NHS. In addition to the Centre, Rory supported the development of an ‘end-to-end’ national publication describing the workforce development planning process for NHS Chief Executives.
Rory has worked with a range of NHS organisations from large teaching Acute Trusts to smaller East London GP Consortia developing strategic plans and organisation development. He has worked for Commissioners such as Bromley Primary Care Trust reviewing their hospital commissioning contracts, financial plans and developing strategies to enhance the organisational World Class Commissioning capabilities.
