Julene is the General Manager for Francis Group Ltd. Her expertise includes organisational development, the management and leadership of change initiatives and project and programme management. She has a well-developed knowledge of the health sector at both operational and government level, particularly in primary health care where she started out as practice manager. Julene has worked with Senior Managers and Executive Teams in both the New Zealand and UK Health sectors.
Julene recently worked with a London PCT overseeing the procurement and implementation of a community neuro-rehab service; reviewed the Unscheduled Care provision for the local borough and commissioned their GP Out of Hours service.
Prior to that Julene worked for the Healthcare Associated Infection (HCAI) and Cleanliness Division at the UK Department of Health where she led the HR related programme closure activities. During the same period she led an Organisational Development Project with a group of GPs preparing themselves for an APMS (Alternative Provider Medical Services) contract with their PCT.
Before leaving New Zealand, Julene led a set of large-scale change projects for the Tertiary Education Commission (a crown entity responsible for all funding to the New Zealand tertiary education sector). These projects included implementation of a new organisational structure, which involved the closure of 14 area offices and the establishment of a national service centre responsible for all the large scale administrative processes; a full programme of business process design and implementation including information technology solutions; and a rationalisation of tertiary funds with the implementation of a new funding structure to 780 tertiary education providers.
Utilising the TMS (Team Management Systems) suite of profiling tools, Julene is an experienced leader and facilitator of team development programmes for both frontline and management teams. Julene is also a qualified Executive Coach.
Julene’s well-developed relationship management and leadership skills enable her to engage at all levels of an organisation to both initiate and consolidate change.
